The East-West Extension Project of Haibin Road is a large-scale municipal project implemented by the city in recent years, which aims to create a “National Quality Project”, and was completely launched this year. The project is divided into two parts, the east-west extension of Haibin Road and the south extension of Xigang Road, with the total length of 10.28 kilometers, and the total estimated investment of 1.928 billion yuan, involving many procedures such as preliminary routines, 232-mu land acquisition, and demolition. The No. 5 gate overpass of the original Hebei Port Group will be demolished, and the overpass stretching south from Xigang Road across Hebei Street and Jingshan Railway, the overpass across the Datanghe River, Xiaotanghe River and the inbound and outbound railway, and the ramp bridge across Kailuanlu Road will be built.
Borrowing railway land is a difficult problem in the process of project advancement. The reporter learned from the Municipal Construction Office that due to the need for the project construction across the inbound and outbound railway lines, it is necessary to apply for temporary borrowing railway land of 4,968 square meters in the up-down railway lines and 41,745 square meters in the west extension for the project construction.
The construction drawing of the project has been approved by the Beijing Railway Bureau. However, it should be approved by many other departments of the Beijing Railway Bureau, and there are many problems related to the railway projects in the history. Leaders of the Municipal Housing and Construction Bureau have led teams to Beijing for in-depth negotiations with China Railway Beijing Group Co., Ltd. For many times, in late October, Shi Zhaoxu, director of the Municipal Housing and Construction Bureau, Ji Haisong, chief engineer, and Yang Haibo, director of the Municipal Office, went to Beijing again, and finally reached an agreement on the construction of the borrowed land. The municipal construction office promised to voluntarily abide by the relevant provisions of railway transportation safety and relevant railway rules and regulations, and promised to use borrowed land and strictly fulfill relevant obligations in accordance with the Agreement on Temporary Borrowed Land.
