Qinhuangdao, July 15 (The Great Wall Network/reporter Zu Di)--In order to further strengthen the management of maritime radio order, enhance maritime radio monitoring and law enforcement capabilities, maintain the maritime radio communication order in Qinhuangdao waters, the law enforcement for maritime radio order management in Qinhuangdao waters was jointly launched by Qinhuangdao Maritime Safety Administration, Qinhuangdao Radio Management Bureau, Qinhuangdao Municipal Bureau of Oceanic and Fishery, Qinhuangdao Maritime Police Bureau, Qinhuangdao Navigation Mark Office of Beihai Navigation Support Center, and Qinhuangdao Communication Center of Beihai Navigation Support Center on July 15.
The law enforcement activity lasted 5 hours, dispatching 5 law enforcement boats and more than 50 officers to patrol more than 25 nautical miles. The radio monitoring covered areas prone to radio violations such as port operation areas, fishing port waters, anchorages, waterways and customary routes. The radio usage of 40 merchant ships in the port and fishing vessels were checked. Maritime patrol, electronic cruise, on-site inspection, and radio frequency monitoring were used to rectify the illegal activities such as deliberately turning off AIS signals, inaccurate AIS information display, tampering or fraudulent use of radio station identification codes, illegal occupation of communication channels, and illegal use of large power radio equipment.
In order to ensure the effectiveness of joint law enforcement operation, professional equipment and coastal radio monitoring networks including the rapid deployment radio monitoring system, PR100 receiver, portable AIS (automatic ship identification system) equipment comprehensive analyzers were used. The rapid deployment radio monitoring system can monitor the full frequency range of radio signals in the 20MHz-6GHz frequency band, and can quickly achieve cross-location of suspect targets. With the HE400 directional antenna, the PR100 receiver can monitor radio signals in the 9KHz-7.5GHz frequency band, analyze signals, measure single-frequency, and position signals. The typical value for precise positioning can reach 1 meter. The portable AIS comprehensive analyzer is mainly used to monitor and analyze the functions and signals of existing AIS equipment, which can provide evidence for law enforcement officers to determine the cause of equipment failure.
In the field of maritime traffic safety management and maritime search and rescue, radio frequency is the carrier of maritime safety communication and distress rescue, which is extremely important for the safety of life on water. It is of great significance to the development of the marine economy, to maintain the normal order of maritime radio communication, and protect the rational development and use of maritime radio spectrum resources.
The special rectification of maritime radio order management has been launched across the country since June 2020. During this period (June 1 to July 14), the law enforcement activities on maritime radio monitoring have been conducted jointly by Qinhuangdao Maritime Safety Administration, Qinhuangdao Radio Management Bureau, Qinhuangdao Municipal Bureau of Oceanic and Fishery, Qinhuangdao Maritime Police Bureau, Qinhuangdao Navigation Mark Office of Beihai Navigation Guarantee Center, and Qinhuangdao Communication Center of Beihai Navigation Guarantee Center. 4 violations have been investigated and handled.
This is the largest maritime law enforcement activity in the waters of Hebei since the implementation of the special rectification, which effectively created a good working atmosphere for all departments to cooperation, and a high-pressure situation to combat violations of the water radio management order. It will effectively blend in the operation effect of the joint rectification mechanism of the maritime radio order, and deepen the crackdowns from explicit violations to hidden violations. The law enforcement process will deepen the detection, verification, and punishment. The full coverage of commercial ships, fishing vessels, and radio stations has been expanded, the maritime radio environment purified, the radio order regulated, and the capacity of safe production and emergency handling further improved.
