Ladies and gentlemen, Good afternoon! The press conference marks the official acceptance of the Qinhuangdao comprehensive free trade zone after 439 days of hard work. On behalf of the Management Committee of Qinhuangdao comprehensive free trade zone, I would like to extend a warm welcome to all the leaders, guests and journalists, and express gratitude to the Municipal Party Committee, Municipal Government, Qinhuangdao Customs, Beidaihe Customs, Municipal Bureau of Commerce, Municipal Bureau of Natural Resources, and the Information Office of Municipal Government for their support for the construction of the Qinhuangdao comprehensive free trade zone!
On April 11, 2017, the municipal government officially declared to the State Council to upgrade the Qinhuangdao Export Processing Zone to a comprehensive free trade zone. With the support of the Municipal Party Committee and the Municipal Government, and other national ministries and commissions and municipal departments, and with our continuous and unremitting efforts, on September 5, 2019,the State Council issued the “State Council’s Approval for the Integration and Optimization of Qinhuangdao Export Processing Zone into comprehensive free trade zone” (Guo Han [2019] No. 82), which approves that the Qinhuangdao Export Processing Zone is integrated and optimized into a comprehensive free trade zone. On September 3, 2020, the Qinhuangdao Municipal People’s Government submitted an application for acceptance of the Qinhuangdao comprehensive free trade zone to Shijiazhuang Customs. On November 17, 2020, an acceptance team was set up consisting of the Shijiazhuang Customs, the Provincial Development and Reform Commission, the Provincial Department of Finance, the Provincial Department of Natural Resources, the Provincial Department of Commerce, the Provincial Taxation Bureau, the Provincial Market Supervision Bureau, and the Provincial Foreign Exchange Bureau, to inspect and accept the infrastructure and supervision facilities in the 2.04-square-kilometer Qinhuangdao comprehensive free trade zone in accordance with the regulations and requirements of the “Standards of the Infrastructure and Supervision Facilities in comprehensive free trade zones”, which marks a breakthrough in the construction of Qinhuangdao’s opening-up platform. Now, I’d like to give a brief introduction to the Qinhuangdao comprehensive free trade zone in two aspects:
1.The general situations of Qinhuangdao comprehensive free trade zone. Qinhuangdao comprehensive free trade zone is located in the eastern area of Qinhuangdao Economic and Technological Development Zone, with a total planned area of 2.04 square kilometers. The Management Committee of Qinhuangdao comprehensive free trade zone is an administrative agency subordinate to the Qinhuangdao Municipal Government, which is also the Management Committee of the Qinhuangdao Economic and Technological Development Zone, being responsible for the management of the Qinhuangdao comprehensive free trade zone, consisting of the Economic Management Department, the Planning and Construction Department, and the comprehensive Management Department. In 2019, there are 16 enterprises in Qinhuangdao Export Processing Zone, including 7 manufacturers and 9 logistics enterprises. The total industrial output value of the whole district was 90.34 million yuan, and the industrial added value was 23.04 million yuan. A total of 20,918 import and export declarations were reviewed, a year-on-year increase of 29%; the supervised freight volume was 102,400 tons, and the completed import and export volume was $580 million, a year-on-year increase of 84.5%. The total import and export volume ranked the second in the special customs supervision zones of Hebei Province .
2. The advantages of Qinhuangdao comprehensive free trade zone.
(1) The location advantage. Located at the junction of the two major economic zones of North China and Northeast China, Qinhuangdao is an important outlet for the Bohai Rim Economic Circle. It faces Japan and South Korea across the sea, with the natural advantages of sea and land linkage, spacious economic hinterland for foreign investment and export-oriented economy.
(2) The transportation advantage. There are six national railways Jinqin, Jingshan, Jingqin, Daqin, Qinshen, Shenshan and Jing-Ha, and 3 express highways Jingha, Yanhai and Chengqin in the territory. The construction of the Beijing-Tangshan-Qinhuangdao intercity railway and the second Beijing-Qinhuangdao expressway has created convenient conditions for Qinhuangdao to integrate into the Beijing-Tianjin-Qinhuangdao “1 hour” economic life circle. The Port of Qinhuangdao, as the main hub port for China’s north-to-south coal transportation, has spread its ocean shipping services to more than 130 countries and regions; the Port of Shanhaiguan has two 35,000-ton berths and five 20,000-70,000-ton berths; Beidaihe International Airport has opened 16 air routes to 21 cities.
(3) The policy advantages. Qinhuangdao comprehensive free trade zone can not only enjoy preferential policies of national unified tax incentives, trade control, bonded supervision, and foreign exchange management, but also enjoy the open policies of provincial and municipal R&D and technological transformation, brand building, talent introduction, cost reduction and efficiency increase. The comprehensive free trade zone is a special customs supervision area with the highest level of openness, the most preferential policies, the most complete functions, and the most simplified procedures in China, with preferential policies such as bonded, tax rebate, and tax exemption. It can take the lead in copying and promoting the relevant reform pilot experience of the free trade zones, and is the pilot zone in the fields of finance, trade, investment, service and transportation that the country opens.
The Qinhuangdao comprehensive free trade zone is a national-level open platform that undertakes the important mission of supporting the city’s export-oriented economic development. We will further improve our political position, cherish this hard-earned open platform, unswervingly implement the deployments of the central, provincial and municipal governments, and coordinate with other departments to become the opening engine and processing trade base of Qinhuangdao City.
The Qinhuangdao comprehensive free trade zone adheres to global perspective, focusing on global investment and talents introduction, planning and constructing with high starting point, and managing and serving with high standard and quality. The park has complete infrastructure and supporting facilities, and the comprehensive environment is beautiful. It will be a new ecological modern park. We insist on optimizing services, continue to deepen the reform of “streamlining administration, delegating powers, and improving regulation and services”, and earnestly create a first-class business environment with “fewer approval items, higher efficiency” and “excellent services for enterprises”. At the same time, we innovated the systems of “single window” of international trade, and the “enter the zone first, inspect later”, to facilitate the development of enterprises, expand the space and seize the opportunities.
Qinhuangdao comprehensive free trade zone formulated the “Industrial Development Plan of Qinhuangdao comprehensive free trade zone” for a processing and manufacturing center, R&D and design center, logistics distribution center, inspection and maintenance center, and sales service center with global influence and competitiveness. The Qinhuangdao comprehensive free trade zone will develop a layout with international trade, import and export commodity storage and distribution, and cold chain food import and export as the focus of regional industrial development, processing trade and bonded inspection and maintenance as auxiliary, and actively promote the emerging format such as international logistics distribution, cross-border e-commerce, public bonded warehouses, financial leasing, and state classification supervision of warehousing goods, so as to foster an industrial cluster with distinctive features and high-end levels. We will strive to create a pioneering area for open economic development and an agglomeration area for transformation and upgrading of processing trade during the “14th Five-Year Plan” period, playing an active and important role in undertaking international industrial transfer, promoting coordinated regional economic development, improving foreign trade and expanding employment. At present, some production and logistics companies in auto parts, textiles, clothing, food, and logistics distribution have settled in; the emerging formats such as public bonded warehouses, cold chain logistics, new traditional Chinese medicine, and cross-border e-commerce are gathering. The rapid development of the industry has become a new business card and a new height for innovation and entrepreneurship in Qinhuangdao City.
Ladies and gentlemen, we need support from all walks of life in addition to our hard working to develop the Qinhuangdao comprehensive free trade zone. We need the support of higher authorities to help us establish national-level ports and improve the opening functions of the comprehensive free trade zone. 1. Reporter: What are the preferential policies of the comprehensive free trade zone, and what preferential policies have been implemented in the Qinhuangdao comprehensive free trade zone?

There are three main parts: the basic policy of the comprehensive free trade zone; the 21 tasks and policies proposed in the No. 3 document “Guidelines on Promoting the High-level Opening and High-quality Development of the Comprehensive Free Trade Zone” issued by the State Council last year; the policies of FTA copied and promoted by the comprehensive free trade zone.
I. The basic policies of comprehensive free trade zone
1. Preferential tax policies.
(1) The import of infrastructure materials and equipment is exempt from import duties and import link taxes.
A. The machinery and equipment for productive infrastructure construction projects in the zone and the infrastructure materials for the construction of production plants and storage facilities are exempt from tax;
B. The machinery, equipment, molds and maintenance parts required by the enterprises in the zone are exempt from tax;
C. A reasonable amount of office supplies used by enterprises and administrative agencies in the zone, and the machinery and equipment imported by enterprises in the zone for their own use are exempt from tax.
(2) Domestic (referring to domestic and outside the zone, the same below) goods entering the zone are deemed to be exported and subject to export tax rebates.
(3) The goods entering the territory for sale in the zone shall go through customs declaration procedures in accordance with the relevant provisions of the import of goods, and taxation shall be levied according to the actual state of the goods for inspection (except those approved or authorized).
(4) Goods transactions between enterprises in the zone are exempt from value-added tax and consumption tax.
(5) Tax policies that can be enjoyed upon approval or authorization: selective collection of tariffs, import tax policies for cross-border e-commerce retail, and policies to qualify the enterprises in the zone as general VAT taxpayers, etc.
A. Selective tariff collection policy. For bonded goods produced, processed and sold outside the zone by enterprises in the zone, the enterprises can choose to pay import duties according to their corresponding imported materials or the actual inspection status;
B. The import tax policy of cross-border e-commerce retail. Enterprises in the zone can enjoy the import tax policy of cross-border e-commerce retail for conducting cross-border e-commerce online shopping bonded import business;
C. The policies to qualify the enterprises in the zone as general VAT taxpayers. Enterprise in the pilot comprehensive free trade zone can voluntarily apply for a pilot company, and register as a general VAT taxpayer. From the date when the general VAT taxpayer qualification becomes effective, they can enjoy the policies such as additional annual tax payment after temporary exemption of import tax for self-use equipment in accordance with the proportion of domestic and overseas sales, export tax refund (exemption) for declaration of value-added tax and consumption tax for domestic sales of goods to the tax authorities and payment of import taxes and deferred interest to the customs as well as export goods, and deducting value-added tax;
D. Other tax policies approved or authorized.
2. Trade control policies
The goods imported and exported between foreign countries shall not be subject to import and export quotas and license management, otherwise provided by laws, administrative regulations and rules.
3. Bonded supervision policy
(1) There is no storage period for bonded storage goods in the zone.
(2) Imported goods are bonded into the zone.
(3) Bonded goods can circulate freely among enterprises in the zone.
4. Foreign exchange policy.
The goods can be settled in foreign currency or RMB between the zone and the domestic areas.
II. The 21 Tasks Policy of the State Council
In January 2019, the State Council issued the “Guidelines on Promoting the High-Level Opening and High-quality Development of Comprehensive Free Trade Zones” (Guo Fa [2019] No. 3), which provides a major opportunity for the development of the Qinhuangdao comprehensive free trade zone.
1. To expand the domestic market. Enterprises that did not have the qualifications of general VAT taxpayers can not be included in the domestic value-added tax chain for deductions, which dissevered the connection between the enterprises in the zone and the domestic market. The “Guidelines” propose to actively and steadily promote the pilot qualification of general VAT taxpayers in the comprehensive free trade zone, which connects the comprehensive free trade zone with the domestic market, and expand markets at home and abroad with international and domestic resources.
2. To apply the policy in advance. According to current regulations, relevant tax policies can only be enjoyed after the comprehensive bonded area has passed the acceptation. The “Guidelines” proposes to fix the time node of the policy to the day when the comprehensive free trade zone is approved, which releases policy dividends early, and is conducive for enterprises to early settle, operate and benefit.
3. To release enterprises’ production capacity. At present, enterprises in the zone must meet relevant conditions and submit for approval to undertake domestic and outside zone entrusted processing business. The “Guidelines” allow processing and manufacturing enterprises in the zone to undertake the business with surplus capacity, which means that there is no restrictions or approvals so that enterprises’ production capacity can be released to improve efficiency, and better coordinate these two markets.
4. To facilitate domestic sales. The key products such as mobile phones and auto parts manufactured in the zone were removed from the catalog of goods under automatic import license management, which solved the problem of complicated application for relevant licenses by IT companies in the zone with a high proportion of domestic sales and large batches.
5. To strengthen the status of enterprises as the main players in the market. Enterprises in the zone involving distribution and report collection, outsourcing and processing will be given relevant business qualifications, under the supervision by the customs. We have strengthened the status of enterprises as the main players in the market, allowing enterprises to independently record, determine the cycle of verification and write-off, independently verify and report, and independently pay taxes, so that they can better manage and operate independently.
6. To promote R&D innovation. Goods and articles imported for research and development in the zone are exempt from submitting licenses, which solves the problem of long-term failure to apply for licenses for imported goods and articles in research and development business, or the time-consuming application and complicated procedures; the write-off of R&D consumption of imported consumable materials are based on actual conditions, which provides a policy basis for the customs to write off, and effectively solves the problem of write-off of R&D enterprises.
7. To build an innovative highland. The R&D innovation institutions such as the National Industrial Innovation Center, the National Technology Innovation Center, and the National Engineering Research Center are encouraged to develop in the comprehensive free trade zone, aiming to give full play to the advantages of the comprehensive free trade zone innovation platform and bonded supervision system, promote the superposition of platform functions, resource sharing and complementary advantages, consolidate reforms, and enhance innovation competitiveness.
8. To optimize credit management. The newly established R&D, design, processing and manufacturing enterprises in the zone will be directly assigned the highest credit rating after evaluation, which reflects policy preference, and stimulates more R&D, designing, processing and manufacturing enterprises to gather in the zone and form scale effects.
9. To support the research and development of medical equipment. According to current regulations, enterprises in the zone need to go through registration or filing procedures for importing medical devices. The “Guidelines” propose that relevant procedures should be canceled during the overseas entry link, and the above-mentioned equipment will be handled in accordance with the regulations when sold and used in China, which accelerates the absorption and utilization of international advanced medical technology, and promotes the innovation and development of the health industry.
10. To simplify the management of entering and exiting the zone. Domestic Goods and articles entering the zone that do not involve export tariffs, trade control documents, tax refunds and customs statistics are exempt from relevant procedures under the supervision of the customs.
11. To facilitate the circulation of goods. Enterprises independently roll in or out information of bonded goods transfer through the unified information system platform, the system automatically compares the data logically, the bayonet automatically verifies and releases, and the enterprises transport independently, which reduces the operating cost of the enterprises and improves the effectiveness of customs supervision.
12. To implement trial bonded automobile storage. We allow the bonded storage and display of imported cars to be carried out in the comprehensive free trade zone at the port of import of complete cars, instead of the current “landing taxation” policy for imported cars, which reduces the operating costs of auto import enterprises, expands imports and stimulates domestic demand.
13.To promote the return of cultural relics. We optimize the supervision mode of cultural relics and cultural artworks entering the zone from abroad with the policy advantages of the comprehensive free trade zone, simplify the registration procedures of cultural relics, register entering and exiting cultural relics, facilitate the bonded storage and display of cultural relics and cultural artworks, further promote culture exchange at home and abroad, and attract the return of overseas cultural relics and cultural artworks.
14.To carry out inspection and maintenance. Enterprises in the comprehensive free trade zone are allowed to carry out bonded monitoring and global maintenance services with high technology, high added value, and environmental protection requirements. We support third-party agencies of inspection, testing and certification to provide import and export inspection and certification services in the zone, which will transform the industries in the zone to the production service ones, extend the industrial chain of manufacturing enterprises, and enhance the competitiveness of enterprises.
15.To support the remanufacturing industry. Remanufacturing sectors with high-tech and added-value, including aerospace, engineering machinery, and CNC machine tools, are encouraged in the comprehensive free trade zone, to develop a circular economy and build a resource-saving society.
16. To innovate the supervision model. This is an important customs clearance measure launched by the General Administration of Customs, to deepen the integration of customs and inspection services, which is to implement step-by-step the quarantine and inspection items of biological products, food, animal and plant products entering the zone from abroad, with the principal of “entry first, inspect later”, to improve customs clearance efficiency.
17. To develop the leasing business. The large-scale equipment imported and exported by financial leasing companies registered in the comprehensive free trade zone shall be under entrusting supervised by the customs according to the actual needs of logistics, which helps large-scale financial leasing equipment such as aircraft enter the zone, and better promotes the development of new types of businesses such as financial leasing.
18. To promote the development of cross-border e-commerce. We will gradually apply cross-border e-commerce retail import policies in the comprehensive free trade zone, promote cross-border e-commerce enterprises to rationalize regional distribution based on the actual logistics, and enjoy the cross-border e-commerce retail import policy on a larger scale to better meet the individual needs of consumers.
19. To support service outsourcing. The “Guidelines” reflect that the country encourages enterprises in the zone to boldly explore, innovate and develop in service outsourcing, and promote the development of cross-border service trade in the zone.
20. To support futures delivery. On the basis that the bonded delivery of copper, aluminum, and crude oil futures has achieved good results, we expand the scope of commodities for bonded delivery of futures to major strategic commodities such as iron ore and natural rubber, so as to enhance China’s voice of pricing in the international futures trading market, and promote RMB internationalized.
21.To promote the innovation system. We have taken the lead in copying and promoting the reform pilot experience related to special customs supervision areas in the free trade zones in the comprehensive free trade zone, to further expand the reform and innovation space of the comprehensive free trade zone, and release the system innovation dividend of the pilot free trade zone to the largest extent.
III. Copied and promoted policies in the comprehensive free trade zone
There are currently 27 items:
1. Processing trade work order write-off system;
2. The system of entering first, declaring later;
3. Bonded display transactions;
4. Bonded maintenance;
5. Smart bayonet clearance;
6. Financial leasing;
7. Futures bonded delivery system;
8. Warehousing enterprise network supervision;
9. Internal source processing by enterprises in the zone;

11. Supervise warehousing goods according to classified status;
12. Bulk commodity spot market bonded transactions;
13. Introduce agencies to assist in bonded verification, bonded write-off and enterprise audit work;
14. Origin management reform;
15. International customs AEO mutual recognition and cooperation system;
16. Enterprises’ credit information publicity system;
17. Enterprise coordinator system;
18. Regional self-transportation system;
19. Batch entry and exit, centralized declaration system;
20. System of accompanying documents for paperless customs clearance;

2. Reporter: What are the policy advantages of the comprehensive free trade zone that have not been fully utilized.

Since October 2014, Qinhuangdao Export Processing Zone has replicated and promoted 5 regulatory innovation systems in the free trade zone: “self-transportation” “paperless customs clearance documents” “batch entry and exit, centralized declaration” “Simplified entry and exit list” and “centralized tax collection”; according to the requirements of the documents of Shujiafa [2014] No. 172 and Shujiafa [2015] No. 277 in 2016, 17 innovative regulatory systems have been replicated and promoted in export processing zones, followed by “exiting first, declaring later” “one filling for following uses” and “bonded mixed mining”. Currently, 8 policies are mainly carried out.
1. Self-transportation. Enterprises in the processing zone registered with the customs can transport goods in the processing zone by themselves with ordinary equipment and vehicles as long as they go through the vehicle filling procedures with the competent customs in the place where the goods are transferred, which greatly reduces the transportation cost of enterprises.
2. Paperless customs clearance documents. At present, 12 enterprises in the zone have enjoyed this policy, which relieves enterprises’ burden of declaration and customs processing.
3. Batch entry and exit, centralized declaration. Qinhuangdao Export Processing Zone actively promoted the customs declaration model of “batch entry and exit, centralized declaration” and achieved practical results. Specifically, enterprises in the zone can go through the actual import and export procedures with the checkpoint verification form, and then use the list or the customs declaration form to complete the customs declaration procedures within the prescribed period when they import or export goods in batches as the second-line business, under the supervision of the customs with the “information auxiliary management system of customs special supervision area”. The “batch entry and exit, centralized declaration” model speeds up the flow of goods, saves the customs declaration costs, and improves customs clearance efficiency. At present, 5 enterprises in Qinhuangdao Export Processing Zone have carried out this business, accounting for 21.7% of registered enterprises.
4. Unified entry and exit list. Unifying and simplifying the declaration items in the entry and exit list will save time and reduce errors of declaration. Up to now, 12 enterprises have enjoyed this policy, which has effectively reduced the burden on enterprises and customs, and improved customs clearance efficiency.
5. Centralized tax collection. One enterprise has opened the tax collection service in the Qinhuangdao Export Processing Zone. In 2018, a total of 112 customs declarations for tax collection were processed, with 3.176 million yuan, which has effectively alleviated the contradiction between taxation by ticket and customs clearance efficiency, significantly shortened the time for customs clearance, and effectively reduced the cost of customs clearance for enterprises.
6. Smart bayonet clearance. According to the checkpoint verification of the auxiliary system, the customs conduct automatic comparison of customs supervision information and risk identification with the smart equipment to automatically read the electronic license plate number, container number, and vehicle weight (electronic platform scale data), to connect the clearance checkpoint with the enterprise account books. At present, it has been comprehensively applied in the processing zone, effectively improving the efficiency of customs clearance and reducing the time of customs clearance by 1 hour on average.
7. Exit first, declare later. According to the Announcement No. 198 of 2018 of the Customs General Administration of China, enterprises should at first go through the exit formalities through the Jinguan(Golden Customs) Phase II Special Area Management System, and then declare to the customs, which has applied to all the enterprises in the zone.
8. One filling for following uses. Enterprises in the zone fill in the information on the import and export of goods at the competent customs for one time, and can used it for the following businesses after approval by the customs, which has been applied in the processing zone.
Although the remaining policies have been replicated and promoted, they have not been applied for the time being because there are no relevant requirements for enterprises in the zone.
In recent years, the Qinhuangdao Export Processing Zone has implemented function expansion and a number of customs clearance system reforms. In particular, the policy replication and promotion of the free trade zone has brought new opportunities to the Qinhuangdao Export Processing Zone. However, due to the restrictions of fewer enterprises, lower technology content, smaller business scale, and single business types, reform measures and preferential policies cannot be promoted because of insufficient enterprise demand. In the next step, the comprehensive free trade zone will continue to strengthen policy publicity, so that more enterprises can enjoy policy dividends.
3. Reporter: What are the economic stimulus effects of the comprehensive free trade zone on the city?
Li Kun, director of the Economic Management Department of the Management Committee of Qinhuangdao Export Processing Zone:
The comprehensive free trade zone is an important platform for an open economy, which plays a very important role in the development of foreign trade, attracting foreign investment, promoting the development of an export-oriented economy, further optimizing the industrial structure, and promoting industrial transformation and upgrading, which are mainly reflected in four aspects.
1. Make good use of the domestic and international markets to promote processing trade to become bigger and stronger. According to the policy guidelines for the type of enterprises suitable for the comprehensive free trade zone, we found that the bonded processing industries are mainly electronic information, biomedicine, new energy, food and equipment manufacturing, etc.. Qinhuangdao comprehensive Free Trade Zone will complete the advanced manufacturing industry chain system based on the foundation of large-scale equipment manufacturing enterprises in the east area of the development zone, such as Harbin Power and GE, to built a processing and manufacturing center integrating the zone and port.
2. Develop the bonded logistics industry. We will provide enterprises inside and outside the zone with bonded logistic service, focusing on key enterprises such as CITIC Dicastal and related supporting industries; build an international logistics industry cluster integrating transportation, warehousing, procurement, distribution, packaging, forwarding and logistics information platforms; actively cultivate modern logistics enterprises, and vigorously introduce powerful third-party logistics companies to set up branches or regional headquarters in the zone.
2. Promote the economic development of surrounding areas with the radiation effect of the comprehensive free trade zone. The comprehensive free trade zone can not only attract projects to the park, but also attract enterprises supporting the industries in the zone to settle around the park, so as to form a complete industrial cluster, generating synergy and accumulation effects, and drive the development of industries in the surrounding areas. In the next step, we will strengthen the publicity of the policies of comprehensive free trade zone, and give full play to the radiating and leading role of the comprehensive free trade zone with the premise of institutional reform. For example, we can take advantage of the bonded platform of the comprehensive free trade zone to provide bonded warehousing, bonded distribution and international transfer services for import and export enterprises in our city; cooperate with the health care industry in Beidaihe to build a high-level health medical examination center with existing medical resources; expand the cultural industry with the cross-border bonded commodity exhibition center, explore the development of cultural trade, carry out the return of cultural relics and world art exhibition business, and promote the development of tourism in Qinhuangdao.
4. Support the construction of an international city with the open economy of the comprehensive free trade zone. The comprehensive free trade zone is the window to the world, through which projects such as cross-border e-commerce retail pilots, designated ports for meat and frozen aquatic products, foreign commodity exhibition centers, and one-stop experiential consumption centers can be planned. We will foster major business types of “international trade, modern logistics, cross-border e-commerce, and bonded services” focusing on international trade and bonded logistics, bonded processing, and cross-border e-commerce industry chain, and build an international trading center for commodity distribution that serves the city, radiates to the southeast of North China and eastern Liaoning, and faces the whole country, so as to boost the import and export trade in Qinhuangdao City.
