Qinhuangdao Maritime Safety Administration, Qinhuangdao Navigation Mark Office of Beihai Navigation Security Center, Qinhuangdao Radio Administration Bureau, Qinhuangdao Ocean and Fishery Bureau, Qinhuangdao Maritime Police Bureau, Qinhuangdao Communication Center of Beihai Navigation Security Center, and Qinhuangdao Port Public Security Bureau launched maritime safety operation on March 17, dispatching 1 drone, 3 law enforcement boats and more than 40 law enforcement officials.

This action is an important part of the three-year special rectification of Hebei province on coastal water radio order management and water traffic safety. It is also the largest maritime law enforcement operation in Hebei coastal areas since 2021.
The action lasted 3 hours. The joint cruise formation composed of “Hai Xun 0432” “Hai Xun 1503” and “Yu Zheng 13866” patrolled near shore key points such as port operating waters, fishing port waters, anchorages, navigation channels, and customary waterways, covering more than 30 nautical miles.
They focused on the ships of dangerous goods and electric coal, anchored ships, and ships with abnormal navigation dynamics with maritime patrol, electronic inspection, and radio frequency monitoring. A total of 6 commercial fishing vessels were inspected.

Professional radio monitoring equipment were used, including the rapid deployment radio monitoring system, PR100 receiver, portable AIS (Automatic Identification System) equipment integrated analyzer, and portable scanner which had never been used before in maritime law enforcement operations in Hebei coastal waters, further enhancing the “hard core” capability of investigating and punishing radio violations.

The joint formation escorted Qinhuangdao’s 100,000-ton waterway mark replacement operation, marking the official start of the largest annual spring mark replacement operation in the northern waters. It involves a total of 59 navigation marks at Qinhuangdao Port and Suizhong 36-1 Wharf. The operation cycle is expected to be about 15 days. Navigation marks are the “eyes” that guide ships to sail safely. In the freezing period, most of the conventional light buoys in northern sea ports will be replaced with winter ice marks, to reduce the impact of floating ice on navigation marks; when spring comes, the ice marks will be replaced with conventional light buoys with better visual effects and radar reflection effects.

They also focused on fishing boats that obstruct navigation, illegal breeding cages, and disorderly fishing activities in the waters of merchant ships, cleared 2 hidden risks of obstructing navigation, and cracked down on the violations of maritime shipping by river boats.

The purpose of this operation is to test the effectiveness of the cooperative mechanism for the management of maritime radio order in Qinhuangdao City, deter the violations of inland vessels in sea transportation, explore and summarize the new concept of the integration of maritime and navigation security, maintain the continuous stability of the water traffic safety, and guarantee the mark replacement operation in spring.
