“Drivers, follow the traffic lights, non-motorized vehicles and pedestrians, use the zebra-crossing line please...” On May 24, a drone hovering about five meters above the ground was helping the traffic police to relieve the traffic congestion at the intersection of Qinhuang Street and Wenhua Road in Qinhuangdao City.
“I pass by here every day. Recently I saw the drone help to relieve the traffic congestion, which makes the traffic smoother, and the vehicles and most of the people follow the traffic regulations.” said Liu Jin, hoping that it would be a regular method to reduce congestion and traffic accidents.
Traffic is crucial to the urban construction. With the rapid development of urbanization, the number of motor vehicles has increased sharply, and the so has the traffic density. The urban road traffic has become a deep concern and hot issue of the people, which directly affects their sense of gain, happiness, and safety.
In recent years, the Traffic Police Detachment of the Public Security Bureau of Qinhuangdao City has adhered to the people-centered concept, and with the core goal of building a “traffic and tourist city”, they have taken measures such as implementing refined traffic organization, improving traffic signs and markings, and optimized signal control and distribution, improving urban parking capacity, and enhancing the efficiency of integrated management of smart transportation, so as to continuously improve the modernization of urban transportation comprehensive management, effectively solve the urban traffic congestion, and improve the efficiency of urban traffic and citizens’ satisfaction.
Optimizing traffic organization to increase the traffic rate of urban roads
On May 26, the traffic is extremely heavy at the intersection of Hebei Street and Wenchang Road in Qinhuangdao City, but citizen Ma Xiaodan felt safe behind the yellow lines. “The intersection is quite wide, and we used to run through the road in case the traffic lights turn red. Now we can have enough time and feel safer because of the new facilities of the street crossing.” Ma Xiaodan said.
“We have built facilities for the non-motorized vehicles and pedestrians at 45 main intersections in the urban area, so that they can wait for the green traffic light safely, which greatly reduced the probability of traffic accidents, and also improved road operation efficiency and order.” said Wei Honghai, head of the Order Brigade of the Municipal Traffic Police Detachment.
In view of the location characteristics, geometric conditions, traffic flow and other factors of each intersection, Qinhuangdao City optimized and transformed 158 intersections in the urban area, set up left-turn waiting zones at 83 intersections, straight waiting zones at 28 intersections, right-turning zones at 4 intersections, and the channelization rate of intersections in urban areas reached 100%; 35 intersections in urban areas were widened by reducing the width of the lanes; more than 1.5 million square meters of traffic lines were drawn; more than 1,300 traffic signs were completed, which greatly reduced traffic accidents at intersections. The traffic organization was optimized, and the traffic rate of urban roads increased by nearly 30%.

Focusing on static traffic and weave the city parking network
There are new challenges need to tackle when the traffic gets smoother, non-motorized vehicles and pedestrians go around safely and orderly, that is, the parking space and its management. Therefore, Qinhuangdao City promulgated the “Qinhuangdao Parking Lot Management Regulations” to strengthen static traffic management and purify the traffic environment.
“I used to drive to send my kid to school and pick him up. It’s really annoying that I couldn’t find a parking space, and it was always blocked by random parking vehicles.” said Li Yancheng, a parent waiting for his child at Chongde Experimental School at noon on May 26, “Now, temporary parking spaces are planned on the side road in front of the school, it is convenient, and the traffic gets more orderly. We can drive away soon after picking up the children.”
We have added parking spaces on the side roads according to the principle of ‘precise calculation, scientific setting, and resource integration’. At present, a total of 53,000 parking spaces have been allocated. At the same time, we have added over 5,100 parking spaces in 70 old communities since 2019, and built public parking lots using surrounding space and traffic stations. It is expected that by November, There will be 10,000 new public parking spaces.” said Han Zhongcheng, deputy head of the parking lot management brigade of the municipal traffic police detachment.
While increasing the city’s parking capacity, Qinhuangdao city also strictly regulated the parking lot operating order and charging service standards. 45 illegal parking lots were banned in accordance with the law, 207 piles and ground locks were removed, and more than 400 illegal obstacles were eliminated. They have built the "smart parking" management platform, to provide information inquiry and parking services for citizens.
Build smart platform to improve traffic management service capabilities

It took him only a few minutes to get there and dealt with the accident, and the traffic returned to normal.
“Relying on the air video monitoring and inspection of the command center and the urban road condition alarm platform, we can quickly locate the accident site and congested roads, which improved the efficiency, and we can deal with the accidents as soon as possible. The public’s satisfaction with our law enforcement has been greatly improved.” Zhao Feng said.
In order to improve the intelligent level of urban traffic management, the city integrated 956 front-end sensing devices, introduced Internet big data, independently developed an intelligent traffic management platform, which opened through the information barriers in all aspects of traffic management, and improved the level of refinement and efficiency of traffic management.
“The platform analyzes, integrates and correlates traffic management elements of each system of the detachment, such as vehicles, traffic violations, driving control, positioning of police cars and policemen, and guidance screens, so that we can monitor the overall traffic situation, predict the road congestion, make warnings for real-time congested roads, position police force, and see the police dispatching process. We have realized the transformation of post-processing to early warning and prevention, and the transformation of management from simple and superficial to fine and efficient.” said Wang Tiecheng, head of Science and Information Brigade of Municipal Traffic Police Detachment.
Improving the level of information application of traffic management technology is inseparable from the accumulation of traffic big data.
Qinhuangdao City strengthened the construction of front-end collection equipment. At present, nearly 30 illegal acts can be captured off-site.
At the same time, the equipment to capture illegal whistle, high beam, and noise was installed, making Qinhuangdao the first city in Hebei province to achieve off-site capture of three types of illegal activities.
