Now it is January, 2019, many netizens consult whether there will be any changes to Qinhuangdao motor vehicle restrictions? Here, it is made clear that according to the “Qinhuangdao Municipal People’s Government’s Notice on the Implementation of Motor Vehicle Restrictions” issued by Qinhuangdao Municipal People’s Government on December 26, 2018, the motor vehicle restrictions will last to December 31, 2019. Therefore, after January, Qinhuangdao city still implements the motor vehicle restrictions. The last digits of the restriction numbers are:
Restriction time
From January 1, 2019 to December 31, 2019 (excluding public holidays, Saturdays and Sundays), every day from 7:00 to 19:00
Restriction areas
Haigang District and Development Zone: Forbidden in the roads to the east of Xingkaihu Road (excluding), west of Donggang Road (excluding) and south of 102 National Highway (excluding), except Xihuan Road, Shandongpu Road (from Hebei Street to Xihuan Road) and West Expressway;
Beidaihe District: Forbidden in the roads to the east of Haibei Road (excluding), west of Shandongpu Road, West Expressway (excluding) and south of Tuofeng Road (excluding);
Shanhaiguan District: Forbidden in the roads to the east of Shihe East Road, Guancheng East Road (excluding) - west of Shanghai Road (excluding) and south of 102 National Road (excluding);
Beidaihe New District: Forbidden in the roads to the south of the new coastal road (excluding).
Type of restricted vehicles
During the restriction period, other traffic restriction measures shall be implemented simultaneously, and the vehicles holding cargo vehicle passes shall pass through according to the last digits of the motor vehicle numbers.
The following vehicles are not subject to restrictions:
1. Bus, long-distance passenger buses, passenger taxis (excluding rental vehicles), postal vehicles, vehicles with bus operation licenses issued by the transport administration department, unit commuter shuttle (large and medium-sized passenger cars) and school bus with license plate;
2. Military vehicles, police cars, fire engines, ambulances, and engineering emergency vehicles performing missions;
3. Urban management, industry and commerce, traffic enforcement vehicles, environmental supervising and monitoring vehicles, on-site insurance company vehicles, banknote transport vehicles, civil rescue and obstacle clearance rescue vehicles, special operation vehicles;
4. Special operation vehicles for environmental sanitation, garden and road maintenance (according to the time and route approved by the traffic administrative department of public security);
5. Funeral vehicles;
6. Pure electric vehicles with legal license plates, plug-in hybrid electric vehicles, fuel cell vehicles, and vehicles for the disabled (driven by the disabled);
7. Cargo vehicles carrying “green passes” to transport fresh agricultural products;
8. Other vehicles that are not subject to driving routes or directions as stipulated by laws and regulations.

Legal responsibility
All relevant units, drivers and the general public are required to strictly abide by the provisions of this notice. In violation of the provisions of this notice, the traffic administrative department of the public security organ: A motor vehicle driver who fails to obtain a pass certificate in the restricted areas or sections shall be fined 100 yuan (no score), in accordance with the provisions of Item 2 of Article 79 of the “Implementation of the Law of the People’s Republic of China on Road Traffic Safety of Hebei Province”. Take a snap every 4 hours, no more than twice a day.
