Introduction of the Development Zones at or Above Provincial Level in Qinhuangdao
In 1984, Qinhuangdao Economy & Technology Development Zone was approved by the State Council and founded in the city. Since then, the city has witnessed a substantial increase not only in the number of the development zones but also in their scales. The development zones have constituted a platform, driving the economic development of Qinhuangdao.
1. General profiles
There are fourteen province-level or above development zones, areas and parks in Qinhuangdao to this day, including one state-level economic development zone, seven province-level economic development areas, two hi-tech zones, two logistics parks, one cultural travelling clusters and one province-level dry red wine industry clusters. At present, every county in Qinhuangdao owns at least one province-level development zone as its supporting platform to accelerate the development of the regional economy.

In 2016, the prime operating revenue of the province-level (and above) economic development zones and areas in Qinhuangdao reached 307.2 billion RMB, the proportion of which was 6.12% in the total prime operating revenue of the economic development zones in Hebei Province. The tax revenue was 640 million RMB, accounting for 32% of that of the city and 4.2% of that of the economic development zones in Hebei Province. The utilization of foreign capital was $62 million, accounting for 68% in the foreign capital utilization of the city and 12% in that of the economic development zones in Hebei Province. The fixed asset investment was 33.6 billion RMB, accounting for 38% in the total investment in fixed asset of the city and 2.45% in that of the economic development zones in Hebei Province.
2. Detailed information
1) Qinhuangdao Economic & Technological Development Zone
Qinhuangdao Economic & Technological Development Zone was among the first batch of E&TDZ granted by the State Council in 1984. It is made up of the East Zone, the West Zone and the Export Processing Zone. The total planning area is 128km2 , containing 23.81 km2 sea area with a 6-kilometre-long coastline.
Qinhuangdao Economic & Technological Development Zone is economically strong in that it is a combination of superiority in policy with the carriers of a state-level E&TDZ, an export processing zone, a university science park, a service center of hi-tech innovation and a province-level industrial base of software. In 2003, Qinhuangdao Export Processing Zone started operation. By the end of 2008, the platform of the bonded logistics center could provide services more favorable and speedy. The state-level Economic & Technological Campus of Yanshan University, the state-level service center of hi-tech innovation, the settlement of Qinhuangdao Branch of Institute of Computing Technology of Chinese Academy of Sciences and the construction of province-level industrial base of software also highlight the immense development potential.
Qinhuangdao Economic & Technological Development Zone took the lead in the whole province to set up an integrated administrative approval system—a seal makes a deal. In 2016, the prime operating revenue of Qinhuangdao Economic & Technological Development Zone was 176.5 billion RMB with the tax revenue 4.2 billion RMB, the fixed asset investment 16.8 billion RMB, the domestic capital utilization 13.4 billion RMB and the foreign capital utilization $189.12 million.
2) Qinhuangdao Haigang Economic Development Area
Qinhuangdao Haigang Economic Development Area was established on July 6th , 2011, permitted by Hebei government. It is located in the Northeast of Qinhuangdao Haigang District, stretching to Shahe West Road in the east, Beijing-Shanhaiguan Railway in the south, Qinhuangdao-Qinglong Road in the west and 102 New National Road in the north, covering a planning area of 56km2, 27 km2 of which has been approved for projects. Qinhuangdao Haigang Economic Development Area consists of four parks, namely, the North Industry Park, the Duzhuang Industry Park, the Port-surrounding Logistics Park and the East Circular Economy Park.
Settled in Qinhuangdao Haigang Economic Development Area are such featured and dominant industries as metal calendering, glass production & deep processing, equipment manufacturing, the port-surrounding modern logistics, electronics and ship supporting manufacturing. Among them, the sales volume of the products of the glass industry continuously ranked first in the nationwide peer competition, and both the scale and profitability are among the best in the peer industries, marking on it the backbone in the field of glass industry.
In 2016, the prime operating revenue of Qinhuangdao Haigang Economic Development Area was 40.4 billion RMB, the tax revenue 70 million RMB, the fixed asset investment 1120 million RMB, the domestic capital utilization 28 billion RMB and the foreign capital utilization $163.01 million.
3. Beidaihe Economic Development Zone
Beidaihe Economic Development Zone is a provincial economic and technological development zone approved by Hebei Provincial Government in January 1995. With a planned area of 4 square kilometers, it is located in a famous scenic spot Beidaihe.
Beidaihe Economic Development Zone has the advantages of rapid and convenient traffic communication, complete infrastructure, high quality of service, transparent and favorable regulations and policies, independent project approval authority and a series of preferential policies. It has enormous potential for development with many advantages such as location, environment, resources, port, industry, talents and services.
With the distance of 270 km from Beijing and 220 km from Tianjin, Beidaihe Economic Development Zone is located in the intersection of the emerging Bohai Economic Rim, the expanding Capital Economic Circle and the revitalizing Northeast Economic Circle with the Beijing-Harbin Railway, Datong-Qinhuangdao Railway, No. 102 and No. 205 National Road running through. Beijing-Shenyang Expressway exit also leads directly to the urban area. Meanwhile large modernized energy export port Qinhuangdao Port and Shanhaiguan Airport are within a short distance.
Beidaihe's beautiful natural scenery and unique humanistic landscape complement each other. Beidaihe is located both in the warm temperate zone of the middle latitude and east coastal monsoon circulation area. With pleasant climate, it has four distinctive seasons. In summer there is no intense heat and in winter there is no severe cold. It is known as the “natural oxygen bar” for its fresh air with 59.43% green coverage in the urban area and 52.1 square meters per capita of the green space area, and 4000-7000 negative oxygen per cubic centimeter in the air. At the foot of mountains and facing the sea, it boasts the soft sand and flat tide, broad beaches and slow waves. The sand is clear and the sea is blue. Beidaihe has been rated as one of the first key national scenic spot, national garden cities, one of the China’s top 40 tourist attractions, and one of the first excellent tourist cities. In this region, the purification cost of enterprises investment can be reduced and the innovative inspiration of R&D personnel can be stimulated. It is also conductive to software development, and the R&D, production and operation of microelectronics, bioengineering, sound-photo-electronic integration and other industries.
The region has a complete infrastructure with an electricity substation of 220kV with 12 output 10kV lines. Gas supply capacity is up to 13000m3 per hour. The water works can supply 15000 tons of purified water per day. In 2016, Beidaihe Economic Development Zone received 20.1 billion RMB of main business income, 380 million RMB of tax revenue, 1.4 billion RMB of investment in fixed assets, 2.1 billion RMB of domestic capital and 20.26 million U.S. dollars of foreign capital.
4. Shanhaiguan Port-neighbouring Economic Development Zone
Shanhaiguan Port-neighbouring Economic Development Zone is a provincial economic development zone approved by the provincial government. It is located in Mengjiang Town with a total planning area of 11.76 square kilometers. With the jurisdiction of 15 administrative villages and a population of 7,500 people, it extends to the east of the Dongsha River, to the west of Liaoning Province, to the south of the Beijing-Shenyang Expressway, and to the north of Beijing-Harbin railway. After seven years of hard working, the development zone has grown into a leading industry of economic development in Shanhaiguan District, a solid platform for attracting investment, a fine carrier for industrial agglomeration, and a new functional district for urban development.
The location advantage is unique. Shanhaiguan Port-neighbouring Economic Development Zone is located in the western Liaoning Corridor which is at the junction of the two giant economic zones of the Northeast and North China. It is the strategic pass to the Northeast, the central area of the economic circle around the Bohai Sea and has a convenient and fast three-dimensional transportation network. The supporting facilities are complete. The Development Zone attaches great importance to infrastructure and has invested 500 million RMB in its construction. It has completed four main roads in the region, and implemented various kinds of pipeline relocation, tap water, sewage, heat pipe network, electric power supporting facilities and so on. The basic facilities are improving day by day to ensure the construction and production needs of the enterprises. Human resources are abundant. Qinhuangdao City, which Shanhaiguan District is attached to, has 13 institutions of higher education such as Yanshan University, Hebei Normal University of Science and Technology, and 28 secondary vocational schools, which can train specialized talents for enterprises. Senior Technical School of Shanhaiguan Bridge Factory and Qinhuangdao Vocational and Technical School are specialized in training skilled workers. Each year more than 4000 senior technicians specialized in CNC machine tools, benchworkers, as well as electricians are sent to enterprises.
In 2016, Shanhaiguan Port-neighbouring Economic Development Zone gained 6.8 billion RMB of the main business, tax revenue of 140 million RMB, completed 970 million RMB of a fixed investment, introduced 100 million RMB of domestic capital and 41.2 million US dollars of foreign capital.
5. Funing Economic Development Zone
Funing Economic Development Zone is located in the east of Funing County. In October 2012, it was approved as a provincial-level development zone by Hebei Provincial Government. The planned area is 13.76 square kilometers, and the long-term planning area is 51 square kilometers.
Funing Economic Development Zone exerts its own advantages and resource potentials. Relying on the characteristics and resource advantages of the existing leading enterprises, it has decided on agricultural products processing, business logistics, and service packaging as its industry characteristics, and strives to become a large-scale processing base of agricultural products in the Bohai Rim. Focusing on industries suitable for self-development in the national high-tech industries, it actively introduces high-tech and cutting-edge technology projects, builds advanced manufacturing base featuring on mechanical equipment and new building materials, and constructs high-tech industrial base supported by electronic information, bio-pharmaceuticals, new energy and environmental protection, etc. It connects the modern logistics centers in the Northeast and North China. Thereby it will emerge as a strong growth pole and provide strategic support for the sustainable economic and social development of Funing County.
In 2016, Funing Economic Development Zone achieved revenue of RMB 9.5 billion in its main business, tax revenue of RMB 200 million, a fixed assets investment of RMB 1.2 billion, and introduced domestic capital of RMB 700 million.
6. Changli Economic Development Zone
Changli Economic Development Zone is located in Changli County, east of Hebei Province. In 2006, it was approved by Hebei Provincial People's Government. It was reviewed and upgraded by the National Development and Reform Commission as a provincial-level development zone. With the expansion of the zone, the total planned area is now 34 square kilometers.
Changli Economic Development Zone has obvious regional advantages. Changli Industrial Park of Hebei province is located at the intersection of the three economic zones of the Beijing-Tianjin-Tangshan Economic Zone, the Northeast Economic Zone and the Bohai Sea Economic Zone. It is 235 kilometers from Beijing, 180 kilometers from Tianjin, 80 kilometers from Caofeidian, 35 kilometers from Jingtang Port and 30 kilometers from Qinhuangdao Port.
Transportation is convenient. Beijing-Shenyang Expressway is directly connected to the main road of the industrial park. The Coastal Expressway is 4 kilometers away and the Beijing-Harbin Railway passes through it. The Beidaihe International Airport under construction is 8 kilometers away from the industrial park.
The infrastructure is complete. The industrial park has completed the projects of power supply, communication, water supply and drainage, roads, gas and heating supply and field engineering. The power transmission is 110 KV, the daily water supply capacity is 70,000 tons, and the daily sewage treatment capacity is 70,000 tons.
In 2016, Changli Economic Development Zone achieved revenue of RMB 9.5 billion in its main business, tax revenue of RMB 1.1 billion, a fixed asset investment of RMB 5.9 billion, and introduced domestic capital of RMB 4.3 billion, and foreign capital of $42.19 million.
7. Lulong Economic Development Zone
Lulong Economic Development Zone (formerly Longcheng Industrial Zone) was approved as a provincial-level development zone by Hebei Provincial Government in July 2011 with a total planned area of 29 square kilometers. It is composed of two parts. One part is composed of two areas in the southern and northern sections that are geographically connected. The southern section is the county industrial park and the Xiazhai Green Chemical Park. The northern section is a New Building Materials Industrial Park. The other part is the Shimen Circular Economy Industrial Park.
The infrastructure is complete. At present, there is a water purification plant in the development zone, with a designed water supply capacity of 20,000 tons/day, and the production and domestic sewage of the county industrial park will be handled by the county sewage treatment plant. There are two 110KV substations in the development zone and one 35KV substation, and the power supply is guaranteed. The heating station of the county industrial park has been completed, and the extension project of the pipelines to the industrial park is being implemented. In the northern part of the development zone, the construction of a gate station of Yong (Yongqing County)-Tang (Tangshan)-Qin (Qinhuangdao) Natural Gas Pipeline, is about to start, which will provide sufficient natural gas for the development zone. The development zone has basically reached the standard for water supply, drainage, power supply, heating, roads, cable television, communications, and field engineering.
In 2016, Lulong Economic Development Zone achieved revenue of RMB 6.5 billion in its main business, tax revenue of RMB 180 million, a fixed asset investment of RMB 2.1 billion, and introduced domestic capital of RMB 1.7 billion, and foreign capital of $24 million.
8. Qinglong Economic Development Zone
Qinglong Economic Development Zone was approved as a provincial-level development zone by Hebei Provincial Government in 2011 with a planned area of 9.98 square kilometers.
Up to now, 125 companies and 26 above-scale enterprises have settled in the Development Zone, basically forming leading industries such as metal rolling, equipment manufacturing, new building materials, and modern logistics.
Hebei Qinglong Economic Development Zone will focus on the development of equipment manufacturing and supporting industries, and the deep processing of steel, and will build the transfer-and-undertake area of Beijing-Tianjin-Tangshan iron and steel industry, and the core area for the development of equipment manufacturing industry in Qinhuangdao.
In 2016, Qinglong Economic Development Zone achieved revenue of RMB 15.2 billion in its main business, tax revenue of RMB 520 million, a fixed asset investment of RMB 2.88 billion, and introduced domestic capital of RMB 2.6 billion, and foreign capital of $59 million.
