On June 19, large-scale passenger ship life rescue & pollution accident emergency joint drill of 2019 in Qinhuangdao waters, themed with “Building the maritime security line, supporting the development of tourist city”, will be held in the sea near the East Bathing Beach in Haigang District. At that time, more than 200 drill personnel from maritime, rescue, aviation, port and shipping, scientific research enterprises and social public welfare organizations will simulate the above scene and implement corresponding emergency treatment. It is expected to last for 120 minutes, during which more than 10 ships of various types, 1 helicopter and 1 drone will be used. The drill will be sponsored by Hebei Maritime Search and Rescue Center and organized by Qinhuangdao Maritime Search and Rescue Center.
At the press conference held on June 14, Zhou Yanfu, deputy director of Qinhuangdao Maritime Affairs Bureau, said that this drill is the special comprehensive one with the highest level, largest scale, and newest technology and equipment in recent years. A series of advanced technologies and equipment such as rescuing drowning people by drone, carrying out remote control lifebuoys by drones, and examining underwater pollution and hull damage by underwater robot, etc. are put into actual combat inspection for the first time. This drill is also a key test on emergency response capability of large-scale passenger ships in our city through the integration of traditional means of rescue with new equipment and technology. It is of great significance to improve the capability of organization, coordination and command level of Qinhuangdao's maritime search and rescue center, and ship pollution emergency command center, and accumulate practical experience on evacuating large passenger ship personnel, searching and rescuing, firefighting, cleaning and so on. It is of great significance to exercise the emergency response team of maritime search and rescue oil spill, and improve the actual combat level of joint maritime emergency disposal of each member units.
It is reported that as of 2018, we have achieved the “three zeros” goal of “zero accident, zero casualty, and zero pollution” on the water safety supervision of tourist yachts and ships in the tourist peak season for 13 consecutive years. The success rate of maritime search and rescue in our city has remained more than 97% for 11 consecutive years.
