On the afternoon of June 19, as the Daihe River chief of city-level, Meng Xiangwei, secretary of the municipal party committee, without informing the local authorities in advance, inspected and supervised some sections of Daihe River on the water quality, the operation of the sewage treatment station, the demolition and treatment of illegal buildings around the river, and the development of the sixth industry in the land transfer on both sides of the river. He said that it is necessary to implement the principle of “priority to conservation, protection, and natural recovery” proposed by General Secretary Xi Jinping on the construction of ecological civilization, sparing no efforts to overcome any difficulties encountered in the progress, and striving to build Daihe into a river of life, beauty, and civilization to benefit the people.

On both sides of Bridge 281 in Beidaihe District, the water is clear, and the reeds, growing on some parts of the river bank, are in a beautiful shape and gracefully dance in the wind. The Gaojiadian Sewage Treatment Station in the development zone treats hundreds of tons of sewage every day, all the domestic sewage of the village have been treated well, and the effluent water quality exceeds the surface water standard of Class IV. The illegal buildings on the east side of the river in the Xugezhuang village are about to demolished, and there are staff still working on the site. In Daxinlizhuang section, some fish was enjoying their swim in the water. Not far away, a foraging egret flew away when people were looking at it.
During the inspection and supervision, Meng Xiangwei said that General Secretary Xi Jinping had put forward the principle of “priority to conservation, protection, and natural recovery” on the construction of ecological civilization, and we should firmly implement it in the environmental management of Daihe and other rivers in Qinhuangdao. Priority to conservation is to save the water. As far as Daihe is concerned, the main pollution threat comes from domestic sewage and agricultural non-point source pollution of the villages along the river. We can not produce large amounts of sewage without necessary while investing a lot of money to build sewage treatment facilities. We must find ways to reduce sewage discharge fundamentally, save and cherish water resources. First, we must communicate with the villagers along the river, so that they can establish a concept of “being honorable to save water” and cherish every drop of water. Second, we must vigorously promote water-saving appliances. At present, there are already faucets and showers that do not affect the living experience but have obvious effect on water saving, and the water-saving effect is as high as 40% or more. The finance departments at all levels should vigorously popularize various water-saving appliances in the way of offering subsidies. Third, we must actively promote the construction of high-efficiency and modern agriculture. On the basis of the land transfer, aiming to produce the green and organic foods, we should adopt techniques such as dropper, sprinkler irrigation and physical pest control instead of chemical fertilizers and pesticides, to reduce agricultural non-point source pollution. Priority to conservation is to continue to improve the river supervisor system and to stimulate the supervisors of the city, county, town and village levels, and to cultivate the awareness of river-protection of the villagers along the river. Destruction is always easier than protection, and the best way to deal with destruction is to prevent damage from happening, or to stop and repair as soon as the damage occurs. We should persist on river protection without interval. The Weiyu Volunteer Service Group has set an example for us by organizing garbage picking activities every week for more than three years, and we should learn from them. Priority to natural recovery is to rely more on the power of nature instead of over on-purpose and blindly constructing, and only in this way can we be repaid by nature. For example, after 7 years of forest conservation in Banchangyu village, the 20,000-mu mountain farm has become densely planted with more than 20 kinds of wild animals such as snakes, scorpions, pheasants, foxes and hares. After over 1 year of the implementation of the river chief system, the seawater quality has been improved, and the finless porpoises and seals that have not been seen for years have appeared in the offshore. Of course, priority to natural recovery does not mean man can not involve in the necessary construction. For example, the reeds we planted in some river sections of Daihe River play a good role in purifying the water in the way of ecological methods.
