On June 26, the press conference was held on the implementation of the Regulations on the Administration of Qinhuangdao Bathing Beaches, which clearly defined the standards, safety management and free opening range of the city’s bathing beaches.
It is reported that the Regulations on the Administration of Qinhuangdao Bathing Beaches is the first local regulation on the management of bathing beaches in China. At present, the bathing beaches in our city lacks the unified planning. The construction standards are different, the management level is low, and the low-end competition is serious. At the same time, there is no corresponding local law on the national and provincial level, and there are no local regulations for the management of bathing beaches in coastal provinces and cities across the country. It is necessary to realize the planning, construction, management and service level improvement of Qinhuangdao's bathing beaches through the regulation and guidance of legislation.
“The bathing beaches as mentioned in these regulations referred to public leisure places that are open to the public for swimming, based on natural conditions, such as suitable sea areas and beaches along the coast.”
The coastline of Qinhuangdao is about 162 kilometers. In order to prevent private units and for-profit projects from occupying the bathing beaches, the Regulations stipulate that the bating beaches will be set up by the county and district governments according to the designated area and scope. It is forbidden for any other units or individuals to set up bathing beaches without authorization; the establishment of bathing beaches should be public, and it is forbidden to set up bathing beaches open to specific people for commercial purpose. Commercial projects adjacent to the bathing beach should provide convenient access for the public to enter, and the planned access should not be closed without authorization, in case it prevents the public from entering the bathing beach.
In terms of bathing beach standards, the Regulations stipulate that bathing beach standards should include seawater quality, supporting facilities, safety facilities, safety personnel, landscape, environmental sanitation and management services; the construction of bathing beaches should meet the standards, otherwise it may not be approved for construction or operation. The bathing beaches that have been put into use before the standards publication should be rebuilt according to the standards and meet the standards within a limited time.
In terms of the protection of marine ecological environment, the Regulations stipulate that the planning scope of the bathing beaches should be limited to the sea area for tourism, recreation and entertainment; the linear distance between the swimming pool and the main inlet estuary should be no less than 500 meters; the linear distance between the bathing area and the shallow sea culture area should be no less than 4,000 meters. At the same time, the Regulations stipulate that the prohibited scopes of bathing beach include the National Nature Reserve of Changli Golden Coast, Beidaihe National Wetland Park, Beidaihe Sea Erosion geomorphological Protection Area and other strictly protected natural coastlines within the red line of ecological protection. Secondly, in terms of prevention and control of marine pollution, the Regulations stipulate that it is prohibited to set up sewage outlets in bathing beaches, and rainwater discharges in swimming areas. Domestic sewage from public toilets and service places, such as changing clothes, showers and other business items should be discharged into the urban sewage networks.
In order to strengthen the safety management of the bathing beaches, and
avoid the occurrence of safety incidents to the greatest extent, the Regulations stipulate that the linear distance between the swimming pool of the bathing beach and the fishing port, tourist pier and fishing boat anchorage point shall be no less than 1000 meters;
Obvious warning sign shall be set between the marine entertainment area and the swimming area, and the safe distance shall not be less than 50 meters;
The shore patrol personnel, life-saving personnel, and rescue personnel should be dispatched according to the standards of the bathing beaches, and the shore patrol personnel and life-saving personnel shall inspect in accordance with the stipulated area, time and frequency specified in the operation and management system;
The discovery of marine life and marine oil spills that are likely to harm tourists should be immediately reported to the proper authorities of the county and district governments, and take emergency protection measures.
In addition, the Regulations also stipulate for the emergency response and organization of large-scale public activities.
The Regulations stipulate that the bathing beaches in our city should be free of charge, which means that tourists can directly go to the bathing beach without buying ticket.
At present, most of the bathing beaches in our city have already abolished the tickets. Those still selling tickets should abide by the regulations after its implementation. However, other items in the bathing operation, such as showers, changing clothes, and swim ring rentals, and so on, are not free of charge. In order to avoid fraud, such as deceiving customers, charge more, etc. the Regulations stipulate that the bathing beach management units shall provide service items and price list. The prices of major service items, such as changing clothes and showers cannot exceed the price agreed in the operating agreement. These regulations reflect the public welfare and convenience for the people, avoiding the arbitrariness of the operators’ pricing, so as to better protect the rights and interests of tourists.
