Traffic Restrictions in Beidaihe (Saturday, Sunday) in 2019 tourist peak season

In order to strengthen the management of road traffic order in the tourist peak season, traffic restrictions will be implemented according to the provisions of Article 39 of the Law of the People's Republic of China on Road Traffic Safety from July 1 to August 31, 2019 in the downtown area and tourist areas, the specific requirements are as follows:
I. Restricted areas and measures for odd-and-even license plate number in Beidaihe District (Saturday, Sunday)
On the basis of the normal restriction of last digital number, Beidaihe District implements traffic restrictions of odd-and-even number on weekends.
1. Time of traffic restrictions
From 7:00 am - 20:00 pm, and from July 13 to August 18 on every Saturday and Sunday.
2. Restricted areas and roads
Beidaihe District: all the roads of the west area of Shandongpu Overpass on Binhai Avenue, the south area of West Expressway (excluding), the east area of new Tuofeng Road (excluding), Haibei Road (south of National Highway 205), and Beidaihe linkage of Jingha Expressway (east of Cuigezhuang Interchange).
Note: Vehicles to Jingha Expressway can go via Taipingzhuang Overpass - Haibei Road (to the north out of the city via this section) - 205 National Highway, or via Cuigezhuang Interchange - West Expressway - Haigang District.
3. Rule of traffic restrictions
From July 13 to August 18, local vehicles to Beidaihe District will be restricted by odd-and-even license plate number rule every Saturday and Sunday. On Saturdays, vehicles with even numbers will be allowed to pass (no odd number is allowed). Vehicles with odd numbers will be allowed to pass (no even number is allowed). The last digit of the license plate number: the odd numbers include 1, 3, 5, 7, 9 and the even numbers include 2, 4, 6, 8, 0. It is based on the last Arabic digit instead of the last English letter. For freight motor vehicles that have been issued pass should abide by the traffic restrictions too in addition to the designated time and routes by the public security traffic management department.
4. Special traffic requirements
(1) The following motor vehicles are not subject to the odd-and-even license plate number rule:
① Buses, long-distance passenger shuttle buses, passenger taxis (excluding leased vehicles), postal service vehicles, vehicles with the travel management license issued by the transportation management department, and medium-sized commuter shuttles approved by the municipal public security traffic management department;
② Police vehicles, fire engines, ambulances, engineering rescue vehicles and vehicles of the People's Liberation Army and of the Armed Police Forces performing their duties;
③ Vehicles that are uniformly marked and perform official duties such as vehicles of urban management, law enforcement of industry and commerce and traffic, environmental monitoring, on-site investigation by insurance companies, cash trucks, rescue and clearing;
④Special operation vehicles for sanitation, gardening and road maintenance (follow the designated routes and time);
⑤ Funeral vehicles of the funeral parlour;
⑥ Small passenger cars (including registered new energy buses) that have applied for the new energy number plate.
(2)Pass application
If the following conditions are met, the operators shall apply for the pass for Beidaihe tourist peak season with the driving license, application letter or a letter of introduction issued by the work unit at the Dongshan detachment (north side of Danchi Road, Beidaihe District).
①vehicles of the party committees and governments of municipal, counties (districts), political consultative conferences, people’s congresses, and their subordinate bureaus and work units, democratic parties and social organizations that carry out the tasks of ensuring the work of the tourist peak season, shall be issued pass according to the established proportion;
② Due to the needs of the work, all units and enterprises in Qinhuangdao, which are required to pass through the roads within the restricted areas, shall be issued pass in accordance with the principle of minimum guarantee;
③vehicles owned by the disabled people whose household registration is located in Beidaihe District, shall be issued pass by the Association for the Handicapped of Beidaihe District (providing the original and copies of the motor vehicle registration certificate, driving license, and certificate of disability).
④the citizen whose household registration is located in Beidaihe District, can apply for the pass with the residence booklet or residence certificate, medical certificate, motor vehicle registration certificate, and driving license, if his family number need to take a private car to the hospital for regular treatment (such as uremic patients requiring regular dialysis treatment) or other illness and inconvenience.
II. Other rules of motor vehicle restrictions
1. Key restricted roads
(1) In Beidaihe District, Xihaitan Road (section from Jianqiu Road to Laotuofeng Road), Zhonghaitan Road (section from Bao’er Road to Dongsan Road), Baosi Road, Baowu Road, Baoliu Road, South Qiqiao Road, Dongyi Road, Dong’er Road, motor vehicles are prohibited.
(2) Zhonghaitan Road (section from Beiwu Road to Dong'er Road) in Beidaihe District, is a pedestrian street, and vehicles with special pass can go through one-way from east to west.
(3) Large trucks, tractors and low-speed freight vehicles are prohibited in Xihuan Road (from Hebei Street to Beihuan Road) in Haigang District from 7:00 to 21:00 every day. The vehicles can make a detour from Funan connecting line (SL16) via National Highway 102 or National Highway 205.
(4) Large trucks, tractors and low-speed freight vehicles are prohibited in the whole Yanhai Road of Beidaihe New District (Daihe Street, Binhai New Road) from 7:00 to 22:00 every day. The vehicles can make a detour from Qingle Road (S261).
2.Restrictions of medium-sized passenger buses
Medium and large passenger buses and large tourist buses (yellow license passenger cars) with more than 9 seats are prohibited in Dongjing Road (west of Dongsan Road), Xijing Road, Xihantan Road and Jianqiu Road (south of Lianfeng Road), Kangle Road (east of Yingjiao Road) in Beidaihe District.
3. Restrictions of other vehicles
(1) Freight motor vehicles, trailers, special work vehicles, wheeled self-propelled machines, tractors, low-speed freight vehicles, and animal-powered vehicles are prohibited in the urban roads of Beidaihe District except for the national highway 205; cargo vehicles transporting fresh products or domestic garbage should apply for the pass at the 5th detachment of traffic police and follow the designated time and routes.
(2) Two-wheeled motorcycles and three-wheeled motorcycles (including electric three-wheeled motorcycles) are prohibited on the roads in the west of Shandongpu Overpass of Binhai Avenue, south of West Expressway (excluding), east of new Tuofeng Road (excluding), Haibei Road (section south of 205 National Highway), and Beidaihe linkage of Beijing-Harbin Expressway(section east of Cuigezhuang Interchange).
(3) Vehicles carrying guns, ammunition, explosives, highly toxic, radioactive and other hazardous wastes are not allowed to pass through the urban roads in Beidaihe District; Vehicles carrying fuel, gas and other civil hazardous chemicals necessary for life are required to go to the 5th detachment of traffic police to apply for road passes during the peak tourist season in Beidaihe, and follow the specified time and routes.
(4) Tandem or multiplayer bicycles are not allowed in the area of Beidaihe District.
III. Legal responsibility
Vehicle drivers violated the restrictions shall be imposed a fine of 100 yuan (no score), the implementation of off-site punishment (snapshot every 4 hours, no more than twice a day), according to the provisions of “the vehicle drivers has not obtained the pass certificate in the restricted area or the road” (illegal code 7011) of Articles 22 and 79 of Measures for the Implementation of the Road Traffic Safety Law of the People’s Republic of China in Hebei Province.
IV. Tips for tourists from other places
First, tourists can choose to travel to Beidaihe by plane, train, bus and other means of transportation; Second, accurately calculate the date to avoid traffic restrictions to the maximum extent; Third, park the vehicles to the parking lot around the restricted areas of Beidaihe, and take the tourist line or buses to Beidaihe.
